The Regular Board of Education Meeting was called to order at 6 p.m. in the Jr./Sr. Media Center by President Crandall and the Pledge of Allegiance was said.
President Crandall welcomed members in the audience and staff members to this evening’s meeting.
President Crandall explained to all that the Board of Education sets aside time at each Board meeting to give those in the audience an opportunity to address the Board directly on any subject they wished to discuss.
President Crandall explained the BOE welcomes public comment and community input at meetings. However, we caution speakers that we are not authorized to engage in conversations pertaining to individual students, faculty, staff or administrators. Topics of this nature may only be discussed during executive session and must be coordinated with the Superintendent of Schools prior to a BOE meeting.
Project Fibonacci Presentation:
Jayden Crandall and Victoria Stapf did a presentation about the STEAM leadership conference they attended in Rome, NY. This year’s theme was Climate Change. This year’s team task was energy, geoengineering, water sustainability and food sustainability. They presented a video in English and in Spanish and a team poster. Both agreed that overall, it was a great experience.
Public Comment:
Maria Ella Caiola introduced herself as the new internal claims auditor and thanked the BOE for her appointment.
Approval of the Agenda:
Ms. Fischer moved, and Ms. Gilbert seconded a motion to formally approve the consent agenda as submitted. All voted in favor; motion carried 6:0.

Approval of the Minutes:
Ms. Gilbert moved, and Mr. Lamanna seconded a motion to formally approve the Board of Education reorganization and regular meeting minutes from Wednesday, July 12, 2023. Motion carried 5:0:1. Business Reports:
Upon recommendation of Superintendent Carney, on a motion made by Mr. Petucci seconded by Ms. Fischer, the BOE accepts receipt of the June Treasurer’s Report, June General Warrant totaling $4,215,921.61, Exception Report, June HHS/HES Extra-Curricular Treasurer’s Report, 2018 Capital project Change Order Updates, and three (3) Budget Transfers under the $5,000 total. Budget Transfers Over:
Upon recommendation of Superintendent Carney, on a motion made by Ms. Fischer, seconded by Mr. Petucci, the BOE approved three (3) budget transfers over the $5,000 limit totaling $724,374.00. All voted in favor; motion carried 6-0. (Material filed in the supplemental file dated 08-16-23)
2014 Building Renovation Capital Project Corrective Action Plan:
Upon the recommendation of Superintendent Kathleen A. Carney, and the District Audit Committee, on a motion made by Mr. Mihevc, seconded by Mr. Petucci, the Board accepts the 2014 Building Renovation Capital project Corrective Action Plan as presented, and approves its submission to the New York State Education Department and the Office of the New York State Comptroller.

Business Updates:
Chad Hess said that our independent auditors are onsite next week to complete the annual audit.
The golf cart has been ordered and is looking into a shed replacement. Mr. Hess gave Phase II updates.
Tax Warrant Resolution:
Upon the recommendation of Superintendent Carney, on a motion made by Mr. Petucci, seconded by Mr. Lamanna, the BOE to formally authorize the 2023-2024 School Tax Warrant in the total sum of $9,451,000 (this is the total Levy with Star) and public library tax in the sum of $353,844 in the same manner that collectors are authorized to collect town and county taxes in accordance with the provisions of Section 1318 of the Real Property Tax law.

District and Building Level Safety Plan Resolution:
Upon the recommendation of Superintendent Carney, on a motion made by Ms. Gilbert, seconded by Mr. Petucci, the BOE hereby adopts the District-wide and Building Level Safety Plan for the State Education Department. Discussion Followed. All voted in favor; motion carried 6:0.
Superintendent Reports:
- Superintendent Carney stated that hiring is still going on for both buildings. The administrators are thinking “outside the box” to run the programs.
- Summer school went well.
- In August we have 6th grade orientation, 7th and 8th grade meet and greet as well as kindergarten meet and greet.
- Herkimer National Night Out was held on Tuesday, August 1st at Harmon Field. Our grounds crew worked hard to get the building painted and fields maintained.
- In July, administrators along with Mrs. Carney went to the annual conference at Tailwater.
- Curriculum work is ongoing in both buildings.
- Connected Community Schools are getting set up.
- The class of 1973 took a tour of the high school.
- Talk of moving Elmer Morgan statue from Harmon Field to the athletic complex at the elementary school. The class of 1973 will help fund.
- Saturday football practice begins and Monday varsity sports practice begins.
- Mrs. Carney supplied an organizational chart with the BOE.
- Ervin Morris from Gervin Ferlazzo would like to speak to the BOE in September.
- Hopefully everything with the capital project will be done when school opens.
Field Trip Request:
Ms. Gilbert moved, and Mr. Lamanna seconded the following Board resolution:
“BE IT RESOLVED, on the recommendation of the Superintendent of Schools does hereby approve the Varsity Boys Basketball field trip request to Connecticut and Massachusetts, from January 6, 2024 – January 7, 2024.”

“WHEREAS, that the Herkimer Central School District Board of Education has been provided with evidence that, in accordance with Education Law Section 3012-d, Kathleen A. Carney has completed training which meets the requirements set forth in Part 30-2.9 of the Rules of the Board of Regents, and the terms of the District’s Annual Professional Performance Review Plan for certification as a Lead Evaluator/ Evaluator of Principals;

Board of Education Reports:
Policy Review:
Upon the recommendation of Superintendent Carney, on a motion made by Mr. Lamanna, seconded by Ms. Fischer the BOE agreed to waive the customary practice of three (3) readings prior to adoption. The BOE agreed to adopt policy #1008 Animals on School Property, #7003 determination of Student Residency and #7004 Admission of Non-Resident Students.
All voted in favor; motion carried 6:0.
President’s Update:
President Crandall remarked how great all the project updates are from Ryan Reed.
Mr. Crandall wanted to know how to promote kids to come to school. Mr. Abbe replied that it has been a large topic of conversation.
Future Meeting Updates:
Superintendent Carney reminded the BOE that the next regularly scheduled meeting is for Wednesday, August 30 at 6 p.m.
Meeting Evaluation:
Mr. Lamanna was tonight’s meeting evaluator. He welcomed Ms. Lindsey and Ms. Crandall and wished all the administrator’s good luck. He stated, “it was a good meeting.”
On a motion made by Ms. Fischer, seconded by Mr. Lamanna the BOE entered into Executive Session for the purpose of legal and personnel issues. The Board may take action in public session after the Executive Session ends and the Board returns to public session. All voted in favor; motion carried 6:0.
Executive Session:
The Board moved into Executive Session at 7:05 p.m.
The Board exited Executive Session at 8:06 p.m.
Adjournment:
On a motion made by Mr. Lamanna and seconded by Mrs. Gilbert, the BOE adjourned the public meeting at 8:07 p.m. All voted in favor 6:0.
